Ask yourself the following questions:

How often do the urinals flush in the gents?

Do they flush in the evenings and at weekends?

Are process or cooling water systems running when the site is closed?
Take a meter reading at the end of the day and then again first thing next morning.
Is the reading different?
You may have equipment using water thought the night or you may have a leak.
Many water saving measures can pay for them elves in a short period of time.
